CATHERINE GIULIANI
PARTNER
Catherine Giuliani has extensive public sector experience, having held a number of high level positions during her eight year tenure in New York City government.
Beginning in 1994, she served first as Deputy Commissioner of the Mayor’s Community Assistance Unit, supervising five borough units which acted as liaisons to the City’s 59 Community Boards, and was responsible for implementing citywide mayoral initiatives. Subsequently, she served as Deputy Chief of Staff to the Deputy Mayor for Economic Development for two years and, ultimately, served as Chief of Staff to the President of the New York City Economic Development Corporation (NYCEDC), where she oversaw the operations of a 250-person agency and was instrumental in the successful implementation of economic development initiatives.
Before forming the RG Group, Cathy founded J. Adams Consulting, LLC, a successful New York City and State government relations firm with a diverse and high profile set of clientele.
Cathy is a former teacher and YMCA director and a graduate of Hunter College of the City University of New York. She is a native New Yorker and resides in Flushing, Queens.
ALAN
ROSENBERG
PARTNER
Alan Rosenberg has more than 25 years of experience in New York’s public sector, having served the administrations of both Rudolph Giuliani and Michael Bloomberg. Alan began his career in 1994 as an aide to the Deputy Mayor for Economic Development. Subsequently, he was appointed Director of Procurement for the Mayor’s Office.
In 1998, he was Deputy Director of Management Information Systems (MIS) for the Mayor’s Office. In 2000, he joined the City’s Office of E-government and Department of Information Technology and Telecommunications (DoITT). In 2002 he served as a Director of Enterprise Planning in the Office of the CIO, where he led inter-agency initiatives and new citywide IT procurements for services and software.
In 2004, Mr. Rosenberg was selected as the first CIO for the City’s Department of Small Business Services (SBS) where he was responsible for developing the agency’s IT strategic direction.
Following his 12+ years of government service, he joined VIP Consulting as a Technology Consultant where he engaged with City clients and helped drive new business to the NYC practice. In 2011, he helped establish the RG Group where his technical insight, government and procurement experience have proven invaluable to the firm's clients.
Alan holds an M.S. degree in Management of Technology from Polytechnic Institute at New York University, a B.A. in Political Science from The Ohio State University and is PMP certified.

Gregory Mitchell joined the RG Group in 2019 following an eight year government career during which he gained valuable experience and expertise in the city’s legislative and budget processes, regulatory policy, housing, land-use and community relations.
Greg began his government career in 2012 working for a member of the U.S. House of Representatives whose district encompassed parts of Brooklyn and Queens. He then worked as Legislative and Budget Director for a New York City Councilmember. In 2016, Greg left the Council for the Mayor’s Office of Housing Recovery Operations where he assisted in the recovery and rebuilding effort following Hurricane Sandy, effectively navigating the city’s bureaucracy to provide much needed help and support for communities in need. In 2018, he returned to the City Council serving as Chief of Staff to a member, further developing his legislative, budgetary, land use and community relations skills.
Greg holds a B.A. degree in Government and Politics and a M.A. degree in Public Policy and Administration from St. John's University. He is a native New Yorker and resides in Astoria, Queens.
